
FG Invites Global Investors to Bid for 50 Oil, Gas Blocks in 2025 Licensing Round
The Federal Government of Nigeria, through the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), has called on global investors to take advantage of opportunities in the country’s 2025 oil and gas licensing round, offering 50 oil and gas blocks across diverse terrains.
The Commission Chief Executive, Mrs. Oritsemeyiwa Eyesan, made the appeal while speaking at the 10th anniversary of the Sub-Saharan Africa International Petroleum Exhibition and Conference (SAIPEC) 2026 in Lagos.
According to Eyesan, the licensing round is structured to unlock Nigeria’s vast upstream potential under the transparent and predictable framework introduced by the Petroleum Industry Act (PIA) 2021.
“To facilitate resource access, Nigeria has launched the 2025 licensing round, offering 50 oil and gas blocks across various terrains. We invite capable investors to participate and help realise Nigeria’s upstream potential,” she said.
PIA Reforms Boost Investor Confidence
Eyesan stressed that reforms under the PIA have strengthened regulatory certainty, enhanced transparency, and improved investor confidence in Nigeria’s upstream petroleum sector.
Of the projected $520 billion global energy capital investment this year, Africa is expected to attract between $48 billion and $50 billion, representing over 8% of total global capital expenditure — a notable increase from previous years.
She noted that renewed investor appetite in frontier and established basins, particularly in Nigeria, Namibia, and Mozambique, is driving the resurgence.
Africa Energy Bank Milestone
Eyesan also highlighted the establishment of the Africa Energy Bank, headquartered in Nigeria, as a major milestone for indigenous energy financing.
“The creation of the Africa Energy Bank, proudly hosted in Nigeria, is a milestone. Unified stakeholder support will be crucial to its success,” she added.
She further pointed to regional cooperation in gas development and power infrastructure expansion as transformative for Africa’s energy future.
